ولد أ.د. خالد علي النابلسي في مدينة القريات بالمملكة العربية السعودية عام 1373 هـ ، وحصل على درجة البكالوريوس في الهندسة الكهربائية وهندسة الحاسبات من جامعة الرياض ( حاليا جامعة الملك سعود ) في عام 1976م، وعلى درجتي الماجستير والدكتوراه من قسم الهندسة الكهربائية وهندسة الحاسبات – جامعة أريزونا بمدينة توسان – بالولايات المتحدة الأمريكية عام 1980م و عام 1984م على التوالي. وفي عام 1984م انضم إلى قسم الهندسة الكهربائية وهندسة الحاسبات بجامعة الملك عبد العزيز بجدة، حيث قام بتدريس أكثر من عشرة مواد مختلفة.
ففي مجال الاتصالات ومنها : التليفون – الرادار – الراديو – الأقمار الصناعية – التلفزيون – شبكات الهاتف الرقمي وتشغيلها بالحاسب – الإشارات والاتصالات الرقمية وشبكات الحاسب – شبكات نقل البيانات الرقمية والحاسبات و التشفير والأنظمة الأمنية والعسكرية والمراقبة بالكاميرات - …
والالكترونيات ومنها : إلكترونيات الاتصالات – إلكترونيات المايكرو ويف والإلكترونيات الرقمية والخاصة بالحاسب و إنارة التوفير بالثنائي المشع للضوء- …

كما قام بتعريب كتاب نظم التحكم لمؤلفه ريتشارد دورف كمعرب مشارك.
وعلى مستوى المملكة انضم إلى ثلاث لجان علمية وإدارية، كانت الأولى تختص بتخطيط احتياجات المملكة من الأقمار الصناعية لمدة خمسة عشر سنة قادمة ،أما اللجنة الثانية فكانت لوضع مواصفات للتعرض للإشعاعات الكهرومغناطيسية الخطرة للمملكة واللجنة الثالثة لبحث آثار قوة محطة الإرسال بالرياض ( الموجة المتوسطة ) على إستاد الملك فهد الدولي، كما حصل على سنة تفرغ علمي عام 1991م.
وفي سنة 1991م أصبح عضوا كبيرا في معهد مهندسي الكهرباء والإلكترونيات بالولايات المتحدة الأمريكية.
وفي سنة 1992م أصبح عضوا في اتحاد السباحة السعودي ورئيسا لفرع إدارته بالمنطقة الغربية.
وفي عام 1993م تمت ترقيته إلى مرتبة أستاذ مشارك بجامعة الملك عبد العزيز.
وفي صيف 1995م كان عالما زائرا لقسم الهندسة الكهربائية وهندسة الحاسبات بناء على دعوة من جامعة أريزونا الأمريكية.
وفي عام 1995م أصبح محررا مشاركا حيث انضم إلى أدارة هيئة تحرير الدورية الدولية (JEWA ) ومجموعة الكتب (PIER) والصادرة من معهد ماساتشوستس للتكنولوجيا في بوسطن بالولايات المتحدة الأمريكية.
واعترافا بمكانته العلمية وأبحاثه فقد ورد اسم الدكتور / خالد النابلسي في موسوعة مشاهير العالم في الطبعة الرابعة عشر لعام 1997م.
وفي عام 1998م تمت ترقيته إلى مرتبة أستاذ. كما ورد اسم الأستاذ الدكتور / خالد النابلسي في موسوعة مشاهير العالم في الطبعة الألفية لعام 2000/2001م والخاصة بمشاهير العلوم والهندسة. وفي عام 1999 قدم بحثا مدعوا في لقاء المؤتمر العالمي IEEE /URSI من 11-17 يوليو 1999 والمقام بمدينة اورلاندو بولاية فلوريدا-الولايات المتحدة الأمريكية. كما نشر أكثر من 32 بحثا في أرقى المجلات العلمية العالمية، وفي الفترة من عام 1419 هـ وحتى 1423 هـ قام بعمل رئاسة و إدارة لأبحاث خاصة بتداخل الإشارات لصالح وزارة الداخلية في منطقة المشاعر المقدسة وبالتعاون مع معهد خادم الحرمين الشريفين لأبحاث الحج. كما أدار و طرح دورتين متقدمتين في الإلكترونيات والاتصالات في عامي 1424 هـ و1425هـ حضرها العديد من الضباط على مستوى الخليج وكافة القطاعات العسكرية والأمنية والمدنية. واعتبارا من 1/8/ 1425هـ تمت إعارة خدماته لوزارة الدفاع والطيران للعمل مستشارا متفرغا لمدة عامين وفي 1/8/1427 هـ عاد لمهام عمله بقسم الهندسة الكهربائية وهندسة الحاسبات في كلية الهندسة بجامعة الملك عبد العزيز بجدة وشارك في العديد من اللجان الإدارية بالقسم ولا يزال على رأس العمل.
كما قام بتأليف 4 كتب
في مواضيع الهندسة الكهربائية والالكترونيات والاتصالات والتقنيات
المتقدمة ويدير و يشرف
على معامل الاتصالات والموجات الدقيقة, ومعمل الكترونيات ورئيس
أداري لمعمل الالكترونيات والاتصالات والتقنيات المتقدمة ويشرف
جزئيا على معمل الإلكترونيات، وقام بإرشاد أكثر من حوالي خمسمائة
طالبا و يشرف على عدد من مشاريع الطلبة والأبحاث. ومنذ2009
يرأس ويدير بيت خبرة بمسمى تقنيات متقدمة حيث يقدم هذا البيت خدمات
استشارية للدولة والقطاع الخاص في كافة مجالات الهندسة الكهربائية
والالكترونيات والاتصالات تابعا لوكالة جامعة الملك عبد العزيز
للأعمال والإبداع المعرفي.

Khalid A. Nabulsi was born in 1953 in Alqurayyat City in Saudi Arabia. He received the B.Sc. degree in electrical engineering from the University of Riyadh (currently, King Saud University), Riyadh, Saudi Arabia in 1976, and the M.Sc. and Ph.D. degrees from the University of Arizona, Tucson, Arizona in 1980 and 1984, respectively.
In 1984, he joined the department of electrical engineering at King Abdulaziz University (KAAU), Jeddah Saudi Arabia where he taught about ten different courses in the areas of communications (telephone, radar, radio, satellites, microwaves, and television, telephone digital networks and operation with computers, digital signals and communications networks with computers, encryption, security and military systems, camera monitoring… ), electronics (electronic and communication circuits, microwaves electronics and circuits, digital electronics in computers, light emitting diodes and lighting systems,..) electromagnetics, (cable networks, antennas, microwaves, satellite networks analogue and digital, display screens and computers, solar systems, renewable energy, water desalination, environmentally friendly systems, smart cities and buildings) computer programming, and electrical circuits. He taught the following courses in the under graduate level : EE101, EE301, EE302, EE413, EE423, EE424, and EE425. In addition, he taught the following courses in the graduate program: EE522, EE525, and EE526. Professor Alnabulsi is also a coauthor of thearabization of the book ``Modern Control Systems ," by Richard C. Dorf.
At the national level in Saudi Arabia, he joined three scientific and administrative committees. The first one was dealing with planning satellite services for the Kingdom during the next fifteen years. The second committee was dealing with setting safety standards for exposure to electromagnetic radiation for the Kingdom. The third committee was dealing with the effects of electromagnetic radiation from the highly powered Riyadh radio station on the international King Fahad stadium.
In 1991, he became a Senior Member IEEE. During 1992-1991 he was a visiting Professor at the ECE Department, University of Arizona. Since 1992 he has been a member of the Saudi Swimming Federation at the national level and head of its administration in the western region. In 1993 he was promoted to Associate Professor of electrical engineering at KAAU. During the Summer Period of 1995 he was a Visiting Scholar to the ECE Department at the University of Arizona in Tucson, Arizona. He Joined the administration of the Editorial and Review Board for the Journal of Electromagnetic Waves and Applications (JEWA) and the book series Progress in Electromagnetic Research (PIER) in late 1995. Professor KhalidAlnabulsi was recognized and mentioned by Who's Who In The World in the fourteenth edition in 1997. In 1998 he was promoted to full professor. In 1999 presented an invited paper to the IEEE /URSI Meeting, Orlando Florida, 11-17 July 1999 (USA). He was also recognized and mentioned again byWho's Who In Engineering and Science in The World in the Millennium edition 2000/2001. Furthermore, he published over 32 papers in the most respected international journals covering the subjects in the electromagnetics and communications areas. From 1999 to 2003 he presided and administered and worked on special research concerning signals interference on behalf of the interior ministry in conjunction with the Institute of the Custodian of the two Holy Mosques for Pilgrimage Research. In addition, he administered and offered two advanced short courses in communications engineering during the years 2004-2005, in which, a lot of civilian engineers, many high ranking military and security officers have attended. Starting in September 2005, he worked as a full time consultant for the Saudi Ministry of Defense and Aviation until September 2007. After that, he returned to his position in the Electrical and Computer Engineering Department, College of Engineering, King Abdulaziz University in Jeddah, where he participated in administrative departmental committees and he is still active on the job up till now.
He also wrote four books in the areas of electrical and electronics and communications advanced technologies and managing and supervising two labs, the administration head of the advanced Electronics and Communications and Advanced Technologies lab and the Microwave lab and partly supervising the Electronics lab. Further he has advised over 500 undergraduate students and supervising several students with BSc projects. Since 2009, he is the head and manager of an expertise house called Advanced Technologies which offers consultation studies to the government and private sectors in the areas of electrical, electronics, and communications engineering that is under King Abdulaziz university vice presidency for business and knowledge creativity. Since 2009 he has been working as a part time consultant to ministry of Municipal and Rural Affairs- The holly capital municipality.
